Cannot reproduce Problem upgrading Fairies portal to Level 4

I rearranged my Fairies settlement to accommodate leveling Portal up to 4. Clicked on Portal, clicked upgrade, then window opened with question marks. I canceled the upgrade and tried it again. Upgrade window opened with question marks again. Will leave it that way for now, until you take a look at it.

Your Fairy portal is actually level 4; did you solve your problem? Because I'm not able to reproduce it using Chrome with flash player.
