Basic idea of this (every?) game normally is, to have always 'enough of all, or even more' (buildings, research quests done, research points available, goods, supplies, coins, military units etc. etc.).
And a game normally consists in NOT to have always 'enough of all', but searching/ researching to get it.
And 'normally' it's not so easy and 'normally' cannot be done within seconds.
That's the game.
You never can expect being rewarded if you run out of a resource (so in your case your 'research points' will expire)
So if you run out of a resource unwanted, basic idea would be reenter the resource - this 'normally' can be done with time & searching solutions or using the credit card - some prefer playing, other prefer the use of credit cards.
