since my builders are on my payroll, they should listen to my instructions. so if I want them to stop work on some project and build something else first, they should do it, yes? it would be a great feature!

You can always cancel an upgrade or construction when you want to, so your builders can do something else. We do not intend to implement a function to later continue with it with the same progress. I'll archive this thread :)
