Expected situation:
... should have an Orcs avatar.

This quest is given by your mentor and the text says:

"My Lord!
Confounded ghoulishness of disgusting Orcs! They left a HUGE pile of stinky DUNG! We need equipment to carry it away!"

It is supposed to be the human avatar in this case for that's the quest giver, not one of the orcs
