Duplicate Numbers of builders not correct

I'm currently building a Steel Grafting Site but the numbers of builders in the top bar shows 3/3 (after a page refresh).

Didi you maybe disconnect that building from roads and connected back, or started upgrade with 'move and upgrade'?

No, it is only connected to the woodelves forest trail and not to any normal roads.
It's not an upgrade since a Steel Grafting Site can't be upgrade.

I just started building 3 (!) extra Statue of the Sacred Sage culture buildings while the Steel Grafting Site is still building:

So now I have 4 builders busy (only have 3 !?) and after a page refresh the number again shows 3/3. I probably can repeat this and build an unlimited number of buildings at the same time.

So now I'm building 7 buildings at the same time:

Can't test is if upgrading an existing building also give the same wrong number of builders since I don't have anything to upgrade or I'm missing the resources.
