Hello, I think you have to research the dwarven ancient wonder first, before you are able to be rewarded with this kind of rune.

I think so
I completed a province because of a quest, before I had researched dwaren ancient wonders;
I got a red rune shard, and later found out that it was for the dwarven bullwark;
I never saw it in my AW page however once I completed the research ... too bad
