Current situation:
Cannot collect Granite. Have level 1 portal, with capacity listed as 11100 in portal window. Have just under 6k granite. Hover over portal shows inventory/capacity of 5669/0

Expected situation:
Should be able to collect up to 11100 granite, capacity on portal hover over should show x / 11100 not x / 0

Reproduction Steps
1. Load city
2. Notice greyed out granite icons over granite mines
3. Hover over portal, see capacity listed there as 0

Ah, yes it is. Breaking and then fixing street connection to portal caused issue to re-appear. Corrects on refresh.
