Not a Bug New event collection phase

Something's wrong with the collection phase in the new event (at least in my city). The candle sometimes works, the lantern works once in awhile, and the other thing (dunno what it is) NEVER works. Here I am wasting "event money" and nothing happens. I'm careful not to get in the way of blockages, etc.

When it is working correctly, a candle will only activate if you place in on a lit-up patch of fog. The lantern and flask will only activate if you place them in a completely empty square and they will clear any fog in their range. They will also not activate if there is no fog at all in their range.
