Duplicate Negative Population

I sold two level 4 houses and my population is now negative. It would be wise, not selling the houses if you are close to zero population

PS. I dont know if this is because of the "under construction" buildings i have

Zarok Dai was a moderator so his reply is correct, this was investigated and found to be intended behavior.
