Fixed [16771] Mobile - Cannot upgrade Residences or Settlement Buildings with negative population

Current situation:
I researched the next step to upgrade my residences. I deleted some "old" ones and had negative population after that. Playing on PC, I was able to upgrade residences even with negative population.
In the APP, the game showed a button "get population" instead, both on residences and settlement buildings, when trying to upgrade them.

Expected situation:
Upgrading residences should be possible even with negative population.

Reproduction steps:
1. remove residences to "get" negative population
2. Try to upgrade a residental building with the APP
