I think they could not stored in the Orc Portal because this is a temporarily building and the need of Orcs (tournament/province negotation) is permanent.
Maybe more information available when Orc Portal is built.

Thanks for your report. This is not a bug. The display of the Orcs resource still needs to be added ingame, yes, but this is a not yet implemented feature, and not a bug (= broken feature).
