I do not like if we Mark a city as dead.
inno Can can program that city that not have logon for 1 year Will be move.
delete the Mark from ”allow automatic movement to better potion”
move all the city that not have been logon in a year to a place Long a Way.
move all aktive city to the middle.
move the inaktive back around the active city.
if some of the no active user get back, the week program will move the city in to all the aktive city
