Cannot reproduce Lost culture

I started a construction of a big culture building (spot of whispering trees) and decided to cancel it, because I needed a builder. After I did it I lost 400 culture. You don't gain culture from a building that is being constructed so because of that I have lost culture for ever.

Today the problem got fixed. I think it's because my culture buildings were polished and after the bonus culture duration ended my culture went to original level. It could've been a visual bug. I had 100% production after it happened and now I'm at 140% (without any bonuses).
