Duplicate Internal error when motivate building in the same time with other palyer

Current situation:
__When we motivate same bulding with other player in same time(but a little bit later) we getting internal error and game needs to be reloaded.


Expected situation:
__In this situation we should get notification "this bulding is already motivated" (like in foe if i remember correctly), but we shouldn't get internal error and we shouldnt be forced to reload a game.

Reproduction Steps:
1. go to fellow or neighbour
2. try to motivate same bulding which someone else in same time but a little bit later then this first player(you will need 2 devs, open same player, chose same bulding u will motivate, one of you need to motivate faster then the other)
3. get internal error

internal error with such an access conflict means that nobody ever bothered to thouroughly write some code to process the error

Thank you for your report. This has been reported before and is such an edge-case that it will not be fixed for now, sorry.
