Duplicate Internal Error occurred when placing Province Expansion

General Description (Overview):
When placing a Province Expansion into a specific location (below) a generic "Internal error" occurs, the game restarts and the Expansion is lost. Repeated twice with same results for the same location. Placing expansion in other locations works.


What I expected to happen:
The Province Expansion is properly placed.

What actually happened:
Internal Error occurred

How often has this happened:
Repeated twice with two Province Expansions.

Reproduction Steps:

1. Get a Province Expansion
2. Place the Expansion at the location shown.
3. Error occurs, Game restarts and Expansion is lost.
4. Placing it other locations works.
