Reproducibility: 3/5 (1/5 = happened once; 2/5 = happens randomly; 3/5 = happens sometimes; 4/5 = happens often, but not always; 5/5 = happens always)
Current situation:
When you somehow interrupt tooltip loading at the moment where it should appear (either by moving mouse out of building or clicking on quest icon), its contents seems put into some sort of queue and displayed later as a part of next shown tooltip.
Expected situation:
Tooltips always show consistent information
Reproduction Steps:
1. Hover mouse over building to start process of generating tooltip for it.
2. Remove mouse from that building just before tooltip should appear.
3. Hover mouse over next building
4. See incorrect tooltip.
(this way is shown on included gif)
OR
1. Hover mouse over quest icon to start process of generating tooltip for it.
2. Click on icon just before tooltip should appear.
3. Decline quest.
4. Hover mouse over next quest icon.
5.See incorrect tooltip.
You can repeat 1-3 steps multiple times and to get tooltip, containing parts of 2 different quests besides current quest content.
(this way is shown only with resulting png)
You may use first way for quest tooltips too.

BTW, you can see correct tooltip of BH in between if you stop mouse there, but still see corrupted tooltip after moving on to granit mine, so only producing buildings are affected.

Title, goal icons and progress bars are showing correct data.
Reproducing this bug is a matter of timing at step 2.
