it happened to me, but @Konys, keep in mind that it's possible to be locked out from the game but able to login in the forum.
Another issue why this thing can happen (in my case was eventually solved by Support) is playing on one machine on Html, then if you want to use another machine from another location which is already set for Flash (like I did - home was Html, work was Flash), you just can't login into the game because the last setup was for Html. In my case, was necessary that support reset that and put the city on Flash.
