Cannot reproduce Hover over Scout button doesn't work as announced

In the announcements it says:

Based on your feedback, we made hovering over the "Scout" button make the required amount of coins for scouting that province appear.

But this is not working. Same after relogging.

It does for me, but only on "unlocked" scoutable provinces

For me it works as well on scoutable provinces. Anyone else for whom it doesn't work?
