Current: I've been visited a neighbours town where two Holy Codex was missing. Perhaps the chain wasn't strong enough...

Expected: Keep them on place.

It's probably the famous annual holy codex migration. They fly away to more warm land, since winter is coming. Don't worry, they will be back for spring.

I think the Codex is shown this way when it's upgrading being built. (My boyfriend confirmed this statement with visiting my city with an upgrading Holy Codex.)
It's actually a nice design feature: when the Codex of your neighbour is upgrading being built, you can't polish it. This way you're able to see why you can't polish it.

You are correct, some buildings do not show all there components when upgrading or being built. Thanks to all for your feedback.

Never seen an option to 'upgrade' a Holy Codex ... how and where can it be done?
