It says upgrade 2 buildings to level 3, I have upgraded 10 buildings to level 3 and the quest has not yet ended.

Thank you for reporting this to us, Shele. The quest is in fact looking for upgrades of the mentioned buildings --- level 3 at minimum, which means you have to upgrade 2 buildings to at least level 4 in order to complete the quest. We are currently working on rephrasing those quests in order to avoid confusion.
