Yeah you're not the first person to ask about this, every second or third FA someone asks. The staff have been silent on this.
However. I feel obliged to point out, that every time a badge has been made easier to collect, the number of them needed on the map has increased to balance things out. So, be careful what you request, we may get it.
The Spire offers Ghosts badges as well.

And to do Ghost badges on world map when you scout single province for several days... that is basicaly not doable.
