Hi Juni - the quest that you mention has the task 'Solve 4 Encounters'. This type of quest cannot be solved by completing Tournament Encounters, only by solving Encounters in ordinary Provinces. Please try solving Encounters in normal Provinces, let us know if the quest completes for you when you have solved 4 such Encounters, thank you.

no, I specifically said "gain 4 relics"

I do know that there is another quest wanting 4 solved encounters.

EDIT: okay, interesting... it worked again. maybe I have selected the wrong quest indeed.
