Looking at the text I'd say those are the farewell words of the queen of fairies to you. Don't think its a bug. How do you think an Orc would fit to that text?

I'm not sure, but I think that the earlier scout-quests were offered by somebody else than the previous guest race.

You haven't even build a portal yet, so how could it be an Orc? They're not in your city yet. Pretty sure it's supposed to be a fairy, especially since the next quests (spoilers) are about fairies researching orc dung and finding a way to bring back the orcs.
