They also seem to be introducing the ability to get a second base in some events which would make "useless" artifacts useful again.

Crafting an artifact you need requires 10k spell fragments. An artifact you don't need disenchants into 2k fragments. Welcome to Inno's way. lol

Smells like "wholesaler" rates.... which BTW should always have been called "black market" or something since it's the opposite of a bulk discount.
