Cannot get event quest to complete, The one that requires 300 units be recruited. have logged out and back in a couple of times, no change

You probably did, but I'll ask anyways: did you click on your barracks to collect the troops? 
for a specific quest not completing when you are sure you just fullfilled the requirements, its best to always contact support. they can check it, and if it is indeed a bug, they can complete the quest for you in some cases.
