Event currency always spawns at the same times, with max 6 spawned in the city simultaneously (if there are already 6 in your city, spawn will be skipped).
Spawn times in UTC (+- few seconds due to differences in server clocks):

Most likely spawn is bound not to UTC timezone, but to local server time, so in the summer it will be one hour earlier.

Each collection can give you following amount of event currency:
80% - 1
15% - 2
5% - 3

Yes, the six on the screen at one time is the max, but no, even with six on the screen, spawns still continue, not stop. Multiple times, I have have logged into the game when there are six spawns on the ground and before I start collecting them, a new spawn will trigger, making one of the old spawns disappear and be replaced at another location on the screen. This may or may not also happen when not logged into the game, but it definitely happens when the game is open. I have watched a spawn I was about to click on disappear in front of me when the message of a new spawn pops up on the screen. This has also happened many times when there are less then six on the ground, as every time a spawn happens, it has the chance to move all the present spawns to new locations.

All spawns reappear at the moment new spawn should happen. Server actually sends each spawned chest as a separate member of the array every time, but there is no position defined in it, they all are the same, client just spawns them where it wants. When you try to collect it - again, there is no way server will know which one you've collected, it just decreases their count. You can treat that refresh message as a new spawn of course, but the main thought behind that sentence was that you won't get more event currency if you already have 6 laying on the ground at the moment spawn should happen.
