Not a Bug Enemy in Provinces vary before / after update

Reproducibility: ?/5 (unsure, maybe when i'm able to scout further provinces)
(1/5 = happened once; 2/5 = happens randomly; 3/5 = happens sometimes; 4/5 = happens often, but not always; 5/5 = happens always)

Quest title: none

Current situation:
scouted one marble province before update, scouted one marble province after update - the squadsize of the enemys are different

Expected situation:
as both provinces are in the same distance to my city, they should have an aquivalent squadsize


Reproduction Steps
1. only possible, if you have undone scouted provinces
2. scout another province in the same distance with the same good
3. compare the squadsize

correct, they grew much stronger and the negotiation costs increased too

how many provinces did you scouted between marble before update and marble after update? thats quite important to know

uhhh very good question, maybe two or three. i just was looking which province i would like to do next and was surprised to see the difference in squadsize.
i really don't know for sure. why do you think it's important?

every next scouted province is harder in terms of enemy squad size, negotiation cost and scouting time, its like this from begining, even encounters in same ring wont be the same, so if you did some scouts between this 2 marble examples then it is like intended
