Answered End of Halflings chapter

I am ready to start Elementals on the tech tree, but there are still Halflings quests left. Do I have to finish those before unlocking the tech for Elementals Advanced Scouts?

I think the way it works is once you complete the Advanced Scouts, or other first tech of a new chapter, all quests for the previous chapter are able to be declined.
