Duplicate "Continual Upgrades" Quest

This quest is still an issue, i decided to upgrade 3 of my workshops from level 7 to level 8. The first two were recognized, the third wasn't. So now i'm upgrading my Crystal factory from level 5 to level 6, if that doesn't work i'm aborting the quest.

YES

NOTE: When my Crystal Factory upgraded to level 6 the quest completed, so i had to do two of one type of building, and one of another type of building to finish the quest. Maybe that's something you need to investigate.
