Idea:
Instead of upgrading highest level buildings, combine 2 of the same kind to a next level building.
For example: 2 Level 15 manufactories (2 times 4x5 size) to 1 Level 16 manufactory (4x9 size).
You got the production of both plus x% and get back 4 places of building space with are than available to grow up the city.
