Reproduction Steps:
1. __ Login to Elvenar
2. __ You're city is zoomed in.
3. __Push the zoom in/out bottun until you're city is again zoomed out.
4. __ Refresh the game
5. __ You're city is again zoomed in

Same here and the way it zooms you feel like you're on drugs. Plus it takes several tries to zoom back out. I'm not sure if I like this new way of zooming at all...

Can confirm, yes. If you are "stuck" in the zoomed in mode, try scrolling up with your mousewheel once more (zoom in), and after that you will be able to zoom out again. The game seems to remember your zoom state, but doesn't display that state correctly after a refresh.
