Duplicate city graphics distorted again

Current situation:
__ when loading the own city, the graphics are partially not loaded (missing houses, roads etc). if a building is missing, usually all buildings of this kind are gone (which indicates, that graphics aren't loaded properly). and after reload, usually other graphics are missing.

since it really worked for a long time, I thought that this was fixed.

I've logged in again (usually I just reload) and now the thing is gone.

no idea how that bug is happening.
