[City] Being able to see upgrading buildings

Summary
Make buildings which are in upgrade state, accessible.

Description
Right now, if your Town Hall or Barracks are being upgraded, you cannot enter them to get information (relics on hand in the Town Hall, army status in the Barracks). While you can get to all of this information on the World Map, it would be a lot easier if you could still see it in the appropriate buildings.

Benefits
More user friendly.

Possible downsides
None.

Unfortunately this idea didn't meet the minimum requirements of 20 voters and 80% of the voters in favor of the idea, so we'll have to archive this thread now :)
