Changes to early chapters.

I can't find the Release note now - but recently I saw something about improving the early stages of the game to make it more attractive to beginners - or words to that effect.

This popped up in my experimental new city late in Chapter II.

I have never seen this before, in my older cities.!
Does anyone know anything about it?
Will there be others similar?

I think it is a great improvement to the game - which can be a bit tedious; lovely surprises like this will definitely motivate players!
It would be really good public relations to give little presents regularly; it might stop people saying that the design team are selfish and only want to grab money off the players.
