Won't fix Ch15 - not possible to upgrade evolving buildings with RRS

Current situation:
Not possible to upgrade event buildings with RRS, i have only button to research, while i have already researched scout

Expected situation:
I should be able to upgrade event buildings

Reproduction steps:
research scout in ch15
try to upgdare event buildings

Reload after researching scouts doesn't help?

@Karvest Yes, it does. After refreshing or reloading the browser, the building will upgrade.

Bug report confirmed.

1. Find an event building in your city that says "Upgrade Available" (preferably from chapter 14).
2. Open the research tree.
3. Finish the research on advanced scouts.
4. Return to the city and event building selected.
5. Click on the building to open it.
6. Click on the upgrade tab.
7. If the event building is from chapter 14, notice the upgrade tab says "Research". It will not upgrade.
8. Refresh browser.
9. Notice the selected event building can now be upgraded.

then that's old bug, not related to chapter 15, seen that when switched from 12 to 13 ~month ago.
