Not a Bug Can't Upgrade Martial Monastery to Lvl 31+

Current Situation: Cant upgrade MM to higher level

Expected: Should be able to upgrade MM

Sorry guys, after rechecking this turned out to be not a bug.

The Sanctuary and Monastery are the only AW that didn't get higher levels and for some other AW not every effect gets improved, but each AW has at least one effect improved. I'll rephrase it a bit in the Release Notes to make it more clear as well.

I Can see that Golden abyss and mountain halls not give more population From lvl 31 to 35. :-(
Most have GA and MH because of the population.

They told it would make cities too powerful, nowadays they nerf everything without asking community.
