Quest title: Appears to happen for all cycleable FA quests (if applicable)
Current situation:
After cycling through the full set of FA quests, attempting to open the quest dialog fails. The quest requirements can be collected and the "tick" will appear, but the reward can't be collected.
Expected situation:
Given the FA requirement to collect multiple rewards from the same quest, should be able to do so after declining all of the other quests.
(For example, collecting 5x9hr Workshop production, then cycling through to collect another 5x9hr Workshops, if you have 10 Workshops in your city ...)
Reproduction Steps:
1. Meet the requirements for one of the FA quests (e.g. 5x9hr Workshop production, or 24-hour production from each T1 manufactory)
2. Collect the quest reward.
3. Decline the other FA quests to obtain the same quest from step 1.
4. Collect the requirements (quest giver should now have a green tick)
5. Attempt to collect the quest reward - this fails, and requires a reload to work.
Add more steps if needed. Include only ONE action for each step!
