I can confirm this.

Additionally, before the minus 1, I could not use the last of my four builders. He showed up as idle, but upgrading buildings was not possible.

So, I did a reload, and then upgraded another building. Builders count decreased to -1.

Confirmed, thanks. When you start an upgrade that requires you to move and upgrade, two builders are used. If you refresh, this is corrected again and one builder is "returned" to you.
