Thank you for reporting this. There's also this topic on the "Better Buildings" Quest and we're currently working on rephrasing that text, for it isn't complete. The buildings you upgrade must already be level 3 or higher (so to level 4 or higher). Please try this in order to fulfill the quest! As there's already a thread on this quest, I'll close this one as a duplicate now
