With settlements buildings beeing so large is hard reorganizind your city constantly and having the specific age buildings "izolated" from the rest of the city not knowing how much space to alocate them etc.
The ideea is that the main roads or settlement roads can pass over one another (not interseccted) in order to reach to the empty spaces in your city
