Fixed [9988] only some gold mines

Was told with update, that vacant city space would be replaced by gold mines. There is a big area above my city that has no cities or gold mines present.

Thanks for your report. In some cases a gold mine indeed doesn't spawn correctly, indeed. We're aware of this and hope to be able to offer a solution soon. :)
