Current situation:
I am upgrading the workshop to level 18 and it looks like a human building that is upgrading.

Expected situation:
I expect the upgrading building looks like an elven building that is upgrading.

Examples:

The main hall upgrading looks right, with the elven style

Example of an upgrading workshop in an elven town in the dutch server

Reproduction steps
- research the fairy workshops in the tech tree
- upgrade the workshop from level 17 to level 18
- during the upgrading, it looks like a human building

Edit: adjusted the reproducibility, changed the 1 into 4
Edit 2: changed it into 5/5, all the upgrading workshops had this bug

Upgrading the elven workshop from level 18 to level 19 gives the same bug.
