Current situation:
This city has satisfied the traditional markers for advancement to the next chapter. I have solved the number of provinces specified when hovering over the Scout research. The Scout research has been completed by the Advancement. But I still see prizes in the Event interface window as Chapter 3.

Expected situation:
I expect that I would see the prizes as current for the city's chapter.


Reproduction Steps
1. Solve the required amount of provinces.
2. Check the prize window.
3. Log out, log back in, check the prize window, still chapter 3.
4. Log out, switch cities to Lelanya, log out, log back in to Lel*as*well, load city.
5. Log out, switch realms, switch back to Beta, log in, load city.
6. Switch to a different browser, load city, still chapter 3.
