Beta will not load for the city that was moved forward in the tech tree

Expected situation:
Beta will load so I can get scouting

Reproduction Steps
1. Attempt to load Beta
2. Log out of Lel*as*well, go to Lelanya (loads fine), log out, go to Lel*as*well
3. Attempt to load Beta
4. Log out, switch server in tab, go back to Beta
5. Attempt to load Beta

Add more steps if needed. Include only ONE action for each step!
