Fixed [4442] Wrong population after cancelling construction

General Description (Overview):

I place a new manufacturing building ( ie Marble) and I cancel construction.

What I expected to happen:

To have same population number as before.

What actually happened:

When I start construction I lose 20 pop, and after I cancel I get back +40.
Tested with Planks and same thing happens ( receive back 2x number)

How often has this happened:

Everytime.

Screenshots/Additional information:

A refresh will fix the number. However, the new total might allow upgrades that require a number of Pop that initially wasn't available.
Example: Main Hall needs 69 pop for an upgrade, but I have only 50. Building a Marble quarry and then cancel will get me to 70 (50+20), and then I can start upgrading my Main hall.


Reproduction Steps:

1. Check Populatio number / Build Marble Quarry

2. Cancel construction

3. Check your Population

I can verify what Hoshi has stated.
The simple workaround is a refresh so not a huge problem imo.
