Current situation:
You can't see and use tournament archive if you haven't finished at least one province
Expected situation:
You should be able to check and use tournament archive despite of finishing provinces like it was before.
Reproduction Steps:
1. Open FS Tournament overview, notice there is no more green "+" button if you have no score in current tourney.
