Fixed [4403] Collecting supplieas at once doesnt work when starting with main hall

Current: You can collect resources at once with clicking on one building, holding down the left mouse key and dragging the mouse over other buildings. If you get neighborly help on your Main Hall you can not start collecting on it, because it drags the screen instead and you move in your city.

Expected: You should be able to start with the main hall.

I can confirm that this does function this way. What I have not yet confirmed is if this is intended. I'm setting this to investigating until I find out the intended functionality.

I have the same issue. I'm pretty sure that it affects all users at this point.
