Fixed [4227] Quest "Upgrade 2 buildings" - exploit

Current: The quest "Upgrade 2 buildings" can be solved by upgrading, aborting, upgrading and aborting again. So you could solve this quest several hundred times without upgrading anything at all.

Expected: It should - in my opinion - only work if you fully upgrade a building.

Reproduction:
Get the quest mentioned above, upgrade any building, abort before it finished upgrading and repeat.

Hello yetj,

as far as i can remember, the "Upgrade to lvl 2 quest" is part of the storyline. So even if you get the quest finished too soon, you won`t have any major advantages.
The "upgrade 2 buildings quest" i mentioned is a repetitive quest and so you could abuse it to get almost infnite money very fast by declining all other sidequests and so doing this single mission over and over again.

That`s why i think this mission had to be mentioned in a seperate post.
