Fixed [37632] Incorrect tournament points in personal ranking

Reproducibility: 5/5 (1/5 = happened once; 2/5 = happens randomly; 3/5 = happens sometimes; 4/5 = happens often, but not always; 5/5 = happens always)

Current situation:
Tournament page on Ranking window counts every point twice, while Tournament page on FS window shows correct numbers

Expected situation:
Correct tournament ranking

Reproduction Steps:
1. open Tournament page in Rankings window, write down your points
2. open Tournament page in FS window, write down your points (if they are different from #1)
3. win any tournament province
4. check Tournament page in Rankings window, notice it got x2 more points than should from that province
5. check Tournament page in FS window, notice it got correct amount of points and is different than #4

Add more steps if needed. Include only ONE action for each step!

Seems fixed (fresh conquered provinces counted correctly), but current tournament ranking is totally wrong.

There is much bigger difference for those who played tourney mostly on Thursday and early Friday while the bug was active (up to 9k for top1)
