Fixed [37602] Wrong upgrade costs of Dust manufactory level 28, 29, 30 and 31

Current situation:
Chapter 17 sentient good costs to upgrade T3 manufactories are imbalanced. To upgrade to level 28...
Elixir Manufactory costs 60k Shrooms and 40k Bismuth.
Dust Manufactory costs 60k Soap and 40k Bismuth.
Gems Manufactory costs 60k Soap and 40k Shrooms.
So upgrading one of each costs 120k Soap, 100k Shrooms and 80k Bismuth in total.

Expected situation:
All required sentient goods should be balanced. If three players with different bonus want to upgrade one of their manufactories, they should in total need the same amount of each good. At best the costs should be symmetric. The easiest solution would be to change the dust manufactory cost around to 60k Bismuth and 40k Soap.

Note that level 28 is just an example. All T3 manufactory upgrades from level 28 to 31 suffer from this problem.

Note that all other sentient costs of chapter 17 are either perfectly balanced (Total research costs and wonder upgrade costs) or depend on the player's bonus goods (Residences and all military buildungs), so there are no lopsided costs elsewhere that could even it out.

Reproduction Steps:
Upgrade those manufactories. Or simply consult the Elvenar wiki pages for building costs (I checked the German and English version).
